1. General provisions

This public offer governs the relationship between sole proprietor Mikhail Yuryevich Koshensky, registered in the Kyrgyz Republic, and any individual or business using the website datavin.info, Telegram bots, MAX bots, VK bots or other DataVin interfaces.

Using the service, placing an order, topping up the balance or paying for a separate service means full acceptance of this offer.

The provider may update the offer without individual notice. A new version takes effect once published on the website unless stated otherwise in that version.

2. Subject of the offer

DataVin provides information services related to searching, collecting, processing and delivering vehicle data by VIN, registration number, body number, engine number and other identifiers, as well as related digital services.

The result of a service may be a text response, file, report, link, chat message, data extract or another digital outcome depending on the selected product.

3. Service delivery

The user independently chooses a service, reviews the price, enters the required data and confirms the order through an available interface.

Some services are delivered automatically, while others involve an operator or a partner source. Delivery time depends on the service type, external-source load and channel working hours.

A service is considered properly delivered once the result has been provided to the user or sent through the chosen communication channel.

4. Balance and payments

The service may use an internal balance in nominal units. Balance top-up is a separate action initiated voluntarily by the user.

Before payment the user sees the top-up amount or the price of a specific service. Depending on the payment channel, the amount may be shown in rubles, soms, another currency or nominal interface units.

If a balance is used, the specified amount is deducted after user confirmation. If no balance is used, the service is paid as a one-time purchase.

5. No recurring charges

The service does not use subscriptions, recurring billing or automatic charges without a separate confirmation from the user. Each payment is a standalone user action.

6. Payments and security

Payments are processed through connected payment providers and partner checkout pages. The provider does not store full bank-card details on its own server.

Payment providers may apply their own security rules, including 3-D Secure, SMS confirmation and other authentication measures.

If a payment is declined, the user should contact the bank or payment provider directly for the reason.

7. Payment process and card payments

To pay for a service using a bank card, the user clicks the corresponding payment button in the interface.

Payments are accepted via Visa, Mastercard, MIR and Elcart systems.

The connection to the payment gateway and transmission of information is carried out in a secure mode using the SSL encryption protocol. If the bank supports 3-D Secure (Verified By Visa, MasterCard SecureCode), additional authentication may be required.

This site supports 256-bit encryption. Confidentiality of shared information is ensured by the payment system. Information will not be provided to third parties except as required by law.

8. Refund policy and rules

Refunds for card payments are issued back to the same card used for the original transaction.

The user has the right to refuse the service at any time before it is provided.

To request a refund, please send an inquiry to info@datavin.info. The processing time for a refund request is up to 10 working days, depending on the issuing bank.

9. User obligations

  • provide correct data required for the service
  • not use the service for fraudulent, unlawful or abusive purposes
  • not attempt to disrupt the service or external data sources
  • independently assess whether the received information is suitable before entering a vehicle transaction

8. Provider rights

  • change services, pricing, interfaces and access procedures
  • reject an order or limit access in case of abuse, fraud or violations of the offer
  • temporarily suspend individual functions for technical, organizational or legal reasons

9. Limitation of liability

Information is provided based on external sources, partner systems, registries, dealer systems and commercial databases. The provider does not guarantee absolute completeness, continuity or error-free operation of such data.

The service is informational and does not replace legal, technical, customs, insurance or expert vehicle checks.

The provider is not liable for user losses caused by third parties, external-source restrictions, supplier data errors, payment-operator delays or communication-channel outages.

10. Refunds

The user may request a refund for an unused balance remainder or for a service that was not delivered due to the provider's fault.

Funds for a service already delivered are generally non-refundable unless the specific error nature justifies otherwise.

Refund requests should be sent to info@datavin.info with the service identifier, payment date and amount, a description of the situation and supporting materials.

When applicable, refunds are issued through a method permitted by the payment provider and governing law, minus non-refundable intermediary fees if they were actually charged.

11. Personal data and communications

DataVin follows a data-minimization principle. To fulfil an order, the provider only processes the data strictly necessary for the specific service: the vehicle identifier (VIN, registration number or other identifier provided by the user) and the user's contact details (email or messenger identifier).

The VIN and email are retained while the user account is active. Other data provided for a specific order is not stored after the service result is delivered, unless the user chooses to retain order history.

Full bank-card details are never stored on DataVin servers.

12. Force majeure

The provider is not liable for full or partial non-performance caused by events beyond reasonable control, including communication failures, power outages, service blocking, state actions, accidents, military events, natural disasters or technical incidents at providers and payment operators.

13. Governing law and disputes

The parties will try to resolve disputes through negotiation and correspondence. If that fails, disputes are handled under the applicable law of the Kyrgyz Republic.
